How Are Nicotine Pouches Made?
Nicotine pouches are made by blending purified nicotine with plant fibres, water, flavourings, sweeteners and pH regulators, dosing that mixture into small fleece sachets, and sealing them into cans. No tobacco leaf is used at any stage — only the nicotine itself originates from the tobacco plant, and sometimes not even that.
A tobacco-free pouch is not tobacco with the leaf removed. It is a manufactured product built from food-grade materials, into which nicotine is added as a separate ingredient.
What Is Actually Inside a Pouch
Six component types account for nearly every pouch on the market.
-
Bulking agent Gives the pouch its physical body. Common examples: microcrystalline cellulose, plant fibres, bamboo fibre.
-
Nicotine The active ingredient. Common examples: nicotine, nicotine bitartrate.
-
pH regulator Raises pH so nicotine absorbs through the gum. Common examples: sodium carbonate, sodium bicarbonate.
-
Sweetener Taste, and to offset bitterness. Common examples: acesulfame K, sucralose, xylitol, maltitol.
-
Humectant Controls moisture and shelf life. Common examples: glycerol, propylene glycol, triacetin.
-
Flavouring The taste profile: food-grade flavour compounds.
The pH regulator is the component doing the least visible and most important work. Nicotine crosses the oral membrane far more readily in its freebase form, and raising the pH shifts more of it into that state. This is why two pouches with identical milligram figures can feel completely different, and why manufacturers guard their pH formulations closely.
Where the Nicotine Comes From
There are two routes, and the difference is genuine but smaller than marketing suggests.
Extraction
Most pouch nicotine is extracted from tobacco leaf and then purified until nothing but the nicotine remains. The finished pouch contains no tobacco, no tobacco-specific nitrosamines and none of the leaf’s other compounds, but the nicotine originated in a plant. This is how ZYN and most major brands work.
Synthesis
Some manufacturers use nicotine built in a laboratory from chemical precursors, with no tobacco plant involved at any point. Zone, the American brand from ITG, is one example.
Chemically the two are the same compound and behave identically in the body. Both are equally addictive. What changes is the supply chain and, in some jurisdictions, the regulatory classification.
Many brands then convert the nicotine into a salt, such as nicotine bitartrate, which is more stable and less harsh than freebase nicotine.
How the Pouches Are Manufactured
The production sequence is closer to food manufacturing than to tobacco processing.
- Blend and dose. The bulking agent is blended with water, flavourings, sweeteners and pH regulators into a consistent mass. Nicotine is dosed into that blend under tight control, since strength accuracy is the single most important quality measure — a can labelled 6mg needs every pouch in it to be 6mg.
- Portion and seal. The blend is portioned into fleece pouch material, which is sealed and cut. Modern lines run at high speed, and the fleece is a non-woven food-grade material chosen for how it holds contents while letting saliva through.
- Can and label. Finished pouches are counted into cans, sealed, and labelled with batch and date codes. Most cans include a lid compartment for used pouches, formed in the same moulding process. Producers work to food-safety standards such as HACCP rather than tobacco manufacturing standards, and testing covers nicotine content, microbial safety and contaminants.
Why Dry and Moist Pouches Are Made Differently
The clearest way to see how formulation drives experience is to compare two products from the same brand. ZYN’s UK ingredient listings differ substantially between formats.
| ZYN Mini | ZYN Regular Cool Mint X Strong | |
|---|---|---|
| Format | Dry — no water in the list | Moist — water and glycerol at the front |
| Key ingredients | Maltitol, cellulose, nicotine bitartrate, gum arabic, sodium carbonate, acesulfame K, triacetin | Water, cellulose, plant fibre, glycerol, sodium chloride, xylitol, nicotine, sodium carbonate, tartaric acid, propylene glycol, calcium chloride, acesulfame K |
| Onset | Needs saliva before anything happens; slower, spreads across a longer session | Begins releasing within seconds |
Same brand, same category, two different products. Anyone moving from a ZYN mini to a regular pouch is changing the formulation as well as the strength, which is why the step up feels larger than the numbers imply.
Other manufacturers make the same choice with different materials. LOOP uses pine and eucalyptus fibres, and Zone X uses bamboo, which holds moisture differently again.
Where ZYN Is Made
ZYN was created by Swedish Match and launched in 2016 in Sweden and the western United States. Philip Morris International acquired Swedish Match in November 2022.
Production was originally Swedish. US manufacturing began at Swedish Match’s plant in Owensboro, Kentucky, with a further $232 million expansion announced later to address supply shortages. The larger development is in Aurora, Colorado — PMI’s first greenfield manufacturing complex in the United States. The first pouches were produced there in September 2025, and commercial production began in July 2026. The campus integrates production, packaging, warehousing and distribution on one site and supplies both the US market and export.
A third PMI facility in Wilson, North Carolina produces HEETS for the IQOS device rather than pouches. Products sold in the UK and Europe are distributed by Philip Morris Limited and are not necessarily made at the US sites — availability and origin differ by market, as covered in our piece on ZYN at Tesco.
How This Differs From Making Snus
Traditional snus is a fundamentally different process, and the contrast explains why the two products behave differently.
Frequently Asked Questions
What are ZYN pouches made of?
ZYN pouches contain microcrystalline cellulose or plant fibre as a base, nicotine or nicotine bitartrate, sodium carbonate as a pH regulator, sweeteners such as acesulfame K, xylitol or maltitol, humectants including glycerol or triacetin, and food-grade flavourings. Exact formulations differ between the mini and regular formats.
How is nicotine made?
Most nicotine used in pouches is extracted from tobacco leaf and purified until only the nicotine compound remains. Some manufacturers instead use synthetic nicotine built in a laboratory from chemical precursors, with no tobacco plant involved. The two are chemically identical and equally addictive.
Where is ZYN made?
ZYN was originally produced in Sweden. US manufacturing is centred on Owensboro, Kentucky, expanded in 2019, and a new $1.2 billion campus in Aurora, Colorado, which began commercial production in July 2026. Philip Morris International has owned the brand since acquiring Swedish Match in 2022.
Do nicotine pouches contain tobacco?
No. Nicotine pouches contain no tobacco leaf. The nicotine inside is usually extracted from tobacco plants and purified, or in some brands synthesised in a laboratory, but the leaf itself is not present at any stage of manufacturing.
What is the white material in a nicotine pouch?
The pouch itself is a non-woven food-grade fleece that holds the contents while allowing saliva through. Inside, the white bulking material is usually microcrystalline cellulose or plant fibre, which gives the pouch its body and carries the nicotine and flavourings.
Are nicotine pouches made in a factory that handles tobacco?
Not necessarily. Many producers operate dedicated pouch lines to food-safety standards such as HACCP rather than tobacco manufacturing standards. Some large groups, including Philip Morris, run pouch and tobacco production at separate facilities entirely.
