Snus in the USA

The US oral nicotine market is one of the fastest-growing in the world, but it operates under a regulatory framework unlike any other. Traditional Swedish snus is legal to use but tightly restricted for commercial sale. Nicotine pouches, the tobacco-free, spit-free format that has become the dominant product in the category, are widely available from convenience stores to online retailers. And the rules vary not just at the federal level but state by state.

Snus is legal to use nationwide, but commercial sale requires FDA authorisation — only General Snus (traditional) and ZYN & On! Plus (pouches) qualify. Minimum age is 21 in every state; individual states add their own rules on top.

This page covers what snus and nicotine pouches you can actually buy in the United States, which brands lead the market, how to purchase online, and what the laws look like in each state.

What You Can Buy – Snus and Nicotine Pouches in the US

The US oral nicotine market divides into two distinct categories, and understanding the difference matters before you buy.

Traditional snus, the moist tobacco product that originated in Sweden, is available in the US in one authorised form only. General Snus by Swedish Match holds FDA marketing authorisation for eight specific products and is the only traditional snus brand that can be legally sold in American retail. It is available in a small number of retail channels and online from authorised sellers.

Nicotine pouches, tobacco-free, spit-free white pouches containing pharmaceutical-grade nicotine, are the dominant oral nicotine product in the US. ZYN holds FDA authorisation and is by far the most widely available brand, stocked in gas stations, convenience stores, pharmacies, and grocery chains nationwide. Several other nicotine pouch brands including On!, VELO, Rogue, Lucy, and NIIN are also sold widely across the US, though their FDA authorisation status differs from ZYN's.

For US buyers who want the full range of Scandinavian snus brands, Siberia, Odens, Skruf, General's broader range, and others, those products are not authorised for US retail sale. Online retailers that ship internationally occupy a grey area in terms of import compliance.

Traditional Snus in the US

General Snus is the only traditional snus brand authorised by the FDA for commercial sale in the United States. Produced by Swedish Match and manufactured to the same standards as the Swedish domestic product, it is available in eight FDA-authorised varieties: Original (Portion and Loose), White, Mint, Wintergreen, Mini Mint, Classic Blend, and Nordic Mint.

In November 2024, the FDA renewed General Snus's Modified Risk Tobacco Product (MRTP) authorisation through 2032, permitting it to be marketed with the claim that using it instead of cigarettes puts the user at lower risk of mouth cancer, heart disease, lung cancer, stroke, emphysema, and chronic bronchitis. This is the first and only MRTP renewal the FDA has issued for any tobacco product.

General Snus is less widely distributed than nicotine pouches in the US, available primarily through specialist tobacco retailers and authorised online sellers. It remains the closest available product in the US to an authentic Swedish snus experience.

Nicotine Pouches in the US

Nicotine pouches have become the primary growth driver of the US oral nicotine market. ZYN alone has achieved mass retail penetration, available in over 140,000 retail locations. The broader category, including On!, VELO, Rogue, Lucy, and NIIN, gives US consumers more variety than almost any other market in the world.

The US nicotine pouch market skews toward mint and wintergreen flavours, reflecting the existing preferences of American smokeless tobacco users. Strength-wise, 3mg and 6mg are the standard range in US retail, with the higher strength European variants (9mg and above) not part of the standard domestic lineup for most brands.

On! by Altria stands out for its micro-format, the smallest standard pouch in the US market at just 0.5g, which appeals to users who want minimal lip profile. Rogue is a US-manufactured brand offering a domestic alternative to ZYN. Lucy and NIIN target users who want a non-tobacco-derived nicotine source and market themselves specifically on that basis.

How to Buy Snus Online in the US

Buying snus and nicotine pouches online in the US involves a few practical considerations that do not apply in other markets.

Age verification is mandatory. All legitimate US tobacco product retailers require age verification (21+) before completing a purchase. This typically happens at checkout through a third-party verification service.

Adult signature delivery is required. Under the PACT Act, tobacco products including snus and nicotine pouches must be delivered with an adult signature requirement. USPS cannot carry these products. Most online retailers ship via UPS or FedEx with signature confirmation on delivery.

State restrictions may affect your order. Some states have additional flavour restrictions (California) or tax requirements that affect what can be shipped to your address and what the final cost looks like. A compliant retailer will flag these at checkout.

For authorised products, ZYN, General Snus, On!, VELO, and other FDA-authorised nicotine pouches, online purchase from US-based retailers is fully legal and straightforward beyond the above requirements.

Snus and Nicotine Pouches by State

Federal law sets the baseline for snus and nicotine pouches across the US, 21 as the minimum purchase age, FDA premarket authorisation as the requirement for commercial sale, and PACT Act compliance for online delivery. But individual states can and do add their own restrictions on top of the federal floor.

The pages below cover each state in detail: what the specific local rules are, what products are available, where to buy in-store, and any state-specific flavour restrictions or tax rules that affect the market.

Snus Flavours Popular in the United States

American preferences in the oral nicotine category differ meaningfully from the European market, largely because of the existing smokeless tobacco culture in the US, particularly dip and chewing tobacco, which skews heavily toward wintergreen and mint.

Wintergreen is the single most popular flavour in the US nicotine pouch market, a profile virtually unknown in Europe but dominant in American smokeless tobacco use for generations. ZYN Wintergreen consistently ranks as the brand's best-selling US variant, and most major nicotine pouch brands offer a wintergreen option specifically to capture this preference.

Cool Mint and Spearmint follow closely, mint is the most popular global category for nicotine pouches and performs equally strongly in the US. Citrus is the leading non-mint option.

Unflavoured options (ZYN Smooth, ZYN Chill) have a smaller but established audience among users who do not want flavour compounds interfering with food, drink, or professional environments.

Flavours common in the European market, licorice, berry blends, coffee, tropical fruit, have a more limited presence in US retail, partly because of established flavour bans in states like California and partly because of consumer preference patterns that have not yet shifted significantly away from the mint-wintergreen axis.

Is Snus Legal in the US?

Yes, with important caveats. Using snus is legal throughout the United States. Commercially selling it requires FDA marketing authorisation, which currently only General Snus holds for traditional tobacco snus and ZYN holds for nicotine pouches. The minimum purchase age is 21 nationwide.

State-level flavour restrictions, most significantly California's ban on flavoured tobacco products effective January 2025, add further complexity in specific markets.

Frequently Asked Questions

Can you buy Swedish snus in the United States?

General Snus is the only Swedish snus brand legally authorised for commercial sale in the US. Other Swedish brands, Siberia, Skruf, Odens, and the wider General range not specifically FDA-authorised, are not available through US retail channels. Some online retailers ship internationally from Europe, but this sits outside the FDA-authorised framework.

What is the most popular snus brand in the US?

By volume and retail penetration, ZYN dominates the US oral nicotine pouch market. For traditional tobacco snus, General Snus is the only commercially available authorised brand. Among nicotine pouches beyond ZYN, On!, VELO, and Rogue are the next most widely distributed.

Is nicotine pouch the same as snus?

No. Nicotine pouches contain no tobacco leaf, nicotine is extracted and purified separately. Traditional snus contains ground tobacco. They share the same usage format (placed under the upper lip) but are distinct product categories with different regulatory classifications, different health profiles, and different flavour characteristics.

What age do you need to be to buy snus in the US?

21 years old. The federal Tobacco 21 law has been in effect since December 2019 and applies to all tobacco products, including snus, nicotine pouches, cigarettes, cigars, and chewing tobacco, nationwide.
